August 13, 2012- Class Suspension in Philippines

Here's August 13, 2012- Class Suspension in Philippines due to Troical Depression Helen. According to PAGASA, at 11:00 a.m. today, 13 August 2012, the center of Tropical Storm "HELEN" was located based on satellite and surface data at 540 km East Northeast of Casiguran, Aurora (17.0°N, 127.8°E).

Definition of Areas to be declared Under State of National Calamity

What is the Definition of Areas to be declared Under State of National Calamity! The Official Gazette gave a Briefer on the State of National Clalamity.

According to Section 3 of RA 10121, known as the “Philippine Disaster Risk Reduction and Management Act of 2010,” defines a State of Calamity as “a condition involving mass casualty and/or major damages to property, disruption of means of livelihoods, roads and normal way of life of people in the affected areas as a result of the occurrence of natural or human-induced hazard.”

Works Resume on August 8 as announced by Malacanang

Works Resume on August 8 as announced by Malacanang! Earlier Malacanang spokesperson Edwin Lacierda tweeted that there will be resumption of work in national govt and private ofcs. Declaration of suspension by LGU's of school and work remain in force.

On the resumption of work today
[August 8, 2012]
On the basis of the best available information at the present time, and the recommendation and the forecast of PAGASA, the Office of the President will not issue a Memorandum Circular suspending work for government or the private sector today, August 8. The public is therefore advised that work in national government offices and the private sector resumes today. The declarations of some national agencies, such as the Commission on Audit, suspending work today, and announcements made by local governments concerning the suspension of work and classes in their jurisdictions, however, remain in force.
Occasional intense rainfall has been observed from 8 p.m. last night to 1 a.m. today, but it is projected to lessen within the day. Even as the situation remains of concern for so many citizens affected by the rain and flooding, it is imperative that we begin returning to normalcy as soon as possible. This requires government workers to report to their offices to continue, and accelerate, efforts at rescue, relief, and rehabilitation. The private sector, too, needs to return to work. Goods and services must resume so as to speed up the repair of damaged infrastructure, the circulation of goods and supplies throughout the metropolitan area and other affected regions.
As we emerge from this emergency, let us bear in mind the many thousands of our countrymen who will continue to need our assistance and support. We call on our fellow citizens to continue to demonstrate the empathy, sympathy, cooperation, and can-do attitude that have served us so well during this emergency. Continue to remain vigilant, and aware of alerts and advisories from the authorities, concerning the weather.

August 8- Classes Suspended in Metro Manila and NCR

Classes are still suspended in Metro Manila and NCR tomorrow, August 8, 2012 due to unprecedented heavy rain. According to the report, the amount of rainfall brought by the southwest monsoon over Metro Manila and other parts of Luzon has surpassed the rainfall dumped by tropical storm “Ondoy” in 2009, an official from the Department of Science and Technology (DOST)’s disaster prevention and mitigation system office said Tuesday.

The Philippine Atmoshpheric Geophysicla and Astronomical Services had again placed Metro Manila under a red warning rainfall alert Tuesday evening. See PAGASA color coding signal, HERE!
Earlier todayPresidential spokesperson Edwin Lacierda said that as of 9:40 a.m., Executive Secretary Paquito Ochoa Jr. announced the suspension of work in private offices in the following areas:
  • NCR
  • Zambales province
  • Bataan
  • Pampanga
  • Pangasinan
  • Tarlac
  • Laguna
  • Cavite
  • Rizal
  • Bulacan
According to the report from Yahoo.ph, among the cities that have declared to suspend classes in all levels (preschool to college) are Manila, Makati, Caloocan, Marikina, Muntinlupa, Navotas, Pasig, San Juan, and Valenzuela. Classes in Pateros, Paranaque, Las Pinas, Mandaluyong, Navotas, Taguig, and Valenzuela have likewise been called off. As of 7:30 pm, Quezon City has yet to announce whether to hold classes on Wednesday.

Some Universities also give an early advised for suspension of classes such as Ateneo de Manila University, De LaSalle University, The University of the Philippines Los Banos, Manila, and Diliman, Adamson University, PUP and Far-Eastern University among others.

Bagyong Igme Latest PAGASA Update

Catch here the latest updaate on Bagyong Igme! According to PAGASA's codename of Tropical Cyclones that will enter the Philippine Area of Responsibility. Bagyong Igme is the next codename of Tropical Cyclones after Bagyong Helen. However we are always hoping that any Low Pressure Area that will be monitored will by PAGASA will not bring such floods and Typhoons brought by the previous Typhoons.

According top PAGASA weather bulletin issued at: 5:00 a.m., Today, 05 August 2012, strong to gale force wind is expected to affect the seaboards of Luzon and Visayas.

Bagyong Helen Latest PAGASA Update

Catch here the latest updaate on Bagyong Helen ! At 4:00 a.m. today, Tropical Storm "GENER" was estimated based on satellite and surface data at 330 km East Northeast of Aparri, Cagayan (19.4°N, 124.9°E). Maximum sustained winds of 105 kph near center and gustiness of up to 135 kph. Forecast to move North Northwest at 11 kph.

PAGASA, earlier reported two Low Pressure Area (LPA) has been sighted and as soon as it enters the Philippine Area of Responsibility it will be codenamed 'Gener' and "Helen"

Meanwhile, at 11:00 AM today, the center of Tropical Storm"GENER" was estimated based on satellite and surface data at 270 km East Southeast of Basco, Batanes (20.1°N, 124.9°E).


Today, July 30, the Department of Education (DepEd) and local officials announced class suspensions Monday in most parts of Metro Manila and some nearby areas due to heavy rains spawned by tropical storm Gener and the southwest monsoon.

Update: August 4- Saturday

According to PAGASA, at 8 a.m, today, the Low Pressure Area (LPA) was estimated based on satellite and surface data at 1,070 km East of Northern Luzon (16.7°N, 134.0°E). It is still too far to affect any part of the country. Meanwhile, the southwest monsoon will continue to bring scattered rainshowers and thunderstorms over Luzon and Visayas becoming widespread rains over western section of Luzon which may continue to trigger flashfloods and landslides. 

Meanwhile, at 10:00 p.m. 02 August 2012, the center of Tropical Storm "GENER" was located based on satellite and surface data at 560 km North Northwest of Basco, Batanes (26.0°N, 121.3°E). 


Update: August 5- Sunday

Light to moderate rains (1.0 to 5.0 mm/hr) were observed with no possible flashfloods and landslides in the Western section of Luzon. However, scattered rainshowers and thunderstorms will continue to affect Luzon and Visayas due to the southwest monsoon.

Update: August 6- Monday
Moderate to heavy rains is expected to occur over the western section of Luzon (Pangasinan, Zambales down south to Batangas and Mindoro including the National Capital Region) and Panay Island due to the southwest monsoon, which may trigger flashfloods and landslides. Light to moderate rains will continue to be experienced over the rest of Luzon. Meanwhile, a shallow low pressure area was estimated at about 920 km East of Northern Luzon (17.5°N 130.5°E).

     Update: August 7- Tuesday
    Palace suspends work, classes in NCR, nearby provinces.  "Upon the recommendation of the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) and in view of the continuing inclement weather brought about by southwest monsoon (habagat), work in government offices and classes in college level in the National Capital Region and the provinces of Zambales, Bataan, Pampanga, Pangasinan, Tarlac, Bulacan, Laguna, Cavite, and Rizal are hereby suspended today, 07 August 2012," the Palace said.
Update: August 11 
A potential cyclone – an active low-pressure area – entered Philippine territory Saturday afternoon and may become a tropical depression in two to three days, state weather forecasters said.

Philippine Atmospheric Geophysical and Astronomical Services Administration (PAGASA) forecaster Jun Galang said the active low-perssure area (ALPA) is too far to affect the country directly.

Once the ALPA becomes a cyclone, it will be locally codenamed "Helen."

Update: August 13
Bagyong Helen has intensified into a Tropical Storm and is now threatening Northern Luzon, state weather bureau PAGASA reported on Monday, August 13, 2012.

Public storm warning signal no. 1 (45-60 kph winds) is up in Isabela, Kalinga, Apayao, Cagayan, Babuyan, as well as the Calayan and Batanes groups of islands.

Update: August 14
Tropical Storm "HELEN" has maintained its strength as it continues to move towards Northern Luzon.

Tropical Storm "HELEN" is expected to enhance the Southwest Monsoon that will bring rains over Luzon and Visayas especially over the Western section.

Estimated rainfall amount is from 15 - 25 mm per hour (heavy - intense) within 500 km diameter of Tropical Storm.
