Tropical Storm Helen still enhancing southwest monsoon, which is bringing rains in Luzon, Visayas. TS Helen is expected to leave PH Area of Responsibility by Thursday afternoon.
At 4am today-August 16, PAGASA said TS Helen was spotted 290 kilometers West Northwest of Laoag City with maximum sustained winds of 85 kilometers per hour near the center and gustiness of up to 100 kph. It is forecast to move West Northwest at 24 kph.
